Elkview Operation Administration Maintenance Complex, PCL for Elk Valley Resources (Sparwood, BC)

Utilities and site work on a massive design-build effort with PCL.
Project started under Teck Resources to start constructing the replacement for the Harmer administration maintenance facility once the mine had finished extracting the ore from the Mannix Pad. We started design for the facility on the Bodie and Mannix Pads while the mine backfilled the Mannix excavation. Bodie and Mannix are between the Natal Ridge and Crows Nest Highway overlooking town.
This fully modern facility includes the following civil engineering systems:
- 7300 - water treatment
- 7400 - sanitary treatment
- 7330 - stormwater conveyance to infiltration galleries the mine provided
- 7000 - on-site pipe networks for potable water, process water, fire water, rainwater capture, sanitary sewage, and fossil gas
- 7310 - off-site pipeline for raw water at base of mountain (within the mine work areas)
- 7315 - off-site pipeline for raw water from Processing Plant (within the mine work areas)
The civil squad involved eight to ten people to develop the design across 6 work packages. Beyond the construction team at PCL, we worked with water processing, fire protection, mechanical, structural, electrical and architectural design teams in Stantec. Our civil squad worked across multiple time zones (BC, AB, NS, and sometimes Central Europe).
The civil design squad practised daily stand-ups in the morning so everyone could coordinate. Our stand-ups started with a check-in round so we had at least some shared time together. Our colleague in Central Europe worked on Alberta time, so we could have everyone in for the 15 minutes. Sometimes, we followed up with a deeper dive together. Mostly we spun off into smaller groups to resolve direct coordination.
To coordinate with other disciplines, I made sure that we had periodic Revit exports and checked in with other disciplines directly.
The facility involves many parts, visible on ortho-imagery such as Google:

Closer look at our achievements, the main buildings are massive:
- Bodie Pad - power, water treatment, water storage (neighbour is the tire facility)
- Bodie Pad South - fueling
- Mannix Pad North - heavy vehicle wash, heavy vehicle maintenance
- Mannix Pad South - maintenance, warehouse, lube storage
- Sanitary Pad - sewage treatment
One thing that stood out for me, was the document numbering system. EVO used the Teck document numbering system, which appears to be identical to the one I learned at Hatch with alphanumeric codes for each part.
